Seoul has a second shopping city hidden underneath the streets.
Walk down the stairs at the right subway station and you can suddenly find yourself surrounded by:
Clothing
Shoes
Accessories
Cosmetics
Phone cases
Bags
Home décor
Cafés
without ever going back outside.
For tourists, Seoul's underground shopping centers have another big advantage:
Rain, snow and summer heat do not matter nearly as much.
But Seoul has several underground shopping areas, and they are not all the same.
Three of the easiest for international visitors are:
Goto Mall at Express Bus Terminal
Myeongdong Underground Shopping Center
Gangnam Station Underground Shopping Center
So which one should you visit?
Here is how I would choose.
1. Goto Mall — Best for Cheap Fashion and the Biggest Selection
If your goal is:
“I want to browse a lot of affordable Korean clothes.”
Start with Goto Mall.
Its official name is Gangnam Terminal Underground Shopping Center, but Koreans usually call it Goto Mall.
The Korea Tourism Organization describes it as an underground shopping center with more than 600 stores lining two long parallel corridors. The stores sell clothing, shoes, cosmetics, fashion accessories, interior items and flowers.
It is connected directly to Express Bus Terminal Station, where Seoul Subway Lines 3, 7 and 9 meet.
That makes it relatively easy to reach even if you are staying in another part of Seoul.
What Should You Buy at Goto Mall?
Goto Mall is especially useful for:
Women's clothing
Casual Korean fashion
Shoes
Bags
Jewelry
Hair accessories
Small fashion accessories
Home décor
Artificial flowers and interior items
This is not where I would go first for luxury brands.
The attraction is variety + affordable fashion + endless browsing.
Who Will Like Goto Mall Most?
Best for:
Budget shoppers
Travelers who enjoy browsing
Young fashion shoppers
People looking for Korean-style clothing
Visitors who want to shop for several hours
Maybe skip it if:
You dislike crowds.
You want only premium brands.
You have very limited time.
You become tired easily in large indoor shopping areas.
Goto Mall is long.
Very long.
Once you start walking through the corridors, it is easy to lose track of how far you have gone.

If you see something you really like, think carefully before saying:
“I'll come back later.”
With hundreds of shops and similar-looking corridors, finding the exact store again may be harder than you expect.
Take a photo of:
The store number
or
The area around the shop
before walking away.
Are Prices Fixed?
Most modern stores display prices.
In underground shopping areas, however, shopping can feel less standardized than in a department store.
Do not assume every shop has:
The same return policy.
The same payment options.
The same exchange rules.
The same tax-refund system.
Ask before buying if any of those things matter to you.

2. Myeongdong Underground Shopping Center — Best If You Are Already Sightseeing
Myeongdong is one of the most famous shopping districts in Korea.
But many first-time visitors focus only on the streets above ground.
There is also shopping underneath them.
The Seoul Tourism Organization says Myeongdong Underground Shopping Center connects the Myeongdong area toward City Hall through underground passages, with shops offering products and services similar to those found above ground.
The official tourism information also notes that some items can be slightly cheaper than comparable shopping above ground.
Why Myeongdong Underground Is Convenient
The biggest advantage is not necessarily that it is the largest.
It is the location.
If your Seoul itinerary already includes:
Myeongdong
N Seoul Tower
Namdaemun
City Hall
Central Seoul
you can add underground shopping without planning a completely separate trip.
That makes it much easier for first-time visitors.
What Will You Find?
Depending on the section and current tenants, you may see:
Fashion
Cosmetics
Accessories
Shoes
Small gifts
Beauty services
Everyday products
Seoul's official tourism guide describes it as having everything from cosmetic stores to nail shops and other services similar to what visitors find above ground in Myeongdong.
When I Would Choose Myeongdong Over Goto Mall
Choose Myeongdong Underground Shopping Center if:
You only have a few days in Seoul.
You are already staying in Myeongdong.
You do not want to travel across Seoul just to shop.
You want to combine shopping with sightseeing.
You need somewhere indoors during rain or extreme heat.
If your only goal is inexpensive fashion and maximum selection, however, I would still choose Goto Mall.

3. Gangnam Station Underground Shopping Center — Best for Trendy Everyday Shopping
Gangnam Station is surrounded by offices, restaurants, cafés, clinics, shops and nightlife.
Underneath all of that is another shopping area.
Seoul Tourism Organization describes Gangnam Station Underground Shopping Center as a shopping area beneath Gangnam-daero with street shops and Korean beauty brands. Its customer base includes college students and young workers in the surrounding Gangnam area, and it emphasizes trendy items at relatively affordable prices.
The official listing currently gives operating hours of 09:00–22:00 daily, though individual store hours can vary.
What Is Gangnam Underground Best For?
Think:
Trendy rather than touristy.
You can browse:
Clothing
Shoes
Accessories
Beauty products
Small fashion items
Everyday Korean trends
If you are already visiting:
Gangnam
COEX
Apgujeong
Sinsa
Jamsil
this can fit easily into your itinerary.
Why I Like Gangnam Station for Tourists
You get two experiences in one place.
Below ground:
Shopping.
Above ground:
Restaurants, cafés, nightlife and the busy Gangnam city atmosphere.
So even if you do not buy much underground, you have plenty to do nearby.
One Warning: Gangnam Station Is Huge
This station can be confusing for first-time visitors.
There are many exits and long underground passages.
Do not think:
“I'll just come out at any exit.”
Check the exact exit for your next destination in NAVER Map or KakaoMap.
Choosing the wrong exit can leave you on the opposite side of a large road.

Which One Is Cheapest?
There is no honest way to say:
“This entire shopping center is always the cheapest.”
Prices depend on:
Store.
Product.
Season.
Promotion.
Quality.
Instead of comparing entire malls, compare the exact product.
If you are buying something expensive, check another store before paying.
For inexpensive accessories or clothing, the difference may not be worth spending an hour searching for a slightly lower price.
Can Tourists Get a Tax Refund?
Sometimes.
But this is important:
An underground shopping center itself being popular with tourists does not mean every shop inside participates in Korea's tax-refund system.
Tax refunds are available only at participating tax-refund stores.
Korea's current tourism guidance divides tax refunds into Immediate Tax Refund and General Tax Refund systems.
The current general minimum eligible purchase is ₩15,000 per receipt at participating tax-refund stores.
Look for:

or

signs before paying.
If you are unsure, ask the shop.
Should You Carry Your Passport?
If you plan to use an immediate tax-refund service, having your passport available is useful because identity verification may be required.
But do not assume every small underground store offers the service.
For casual inexpensive shopping, you may simply shop normally without using a tax refund.
Can You Pay With a Foreign Credit Card?
Many stores accept cards.
But smaller shops can have different policies.
This is why I recommend tourists keep:
A working credit card
and
some Korean won
available.
If a small purchase does not work with your preferred payment method, you have another option.
Can You Return Clothes?
This is something tourists often assume will work exactly like it does at home.
Do not assume that.
Before buying:
Check the size.
Check for defects.
Ask about exchange or return rules if that matters to you.
Keep the receipt.
For inexpensive fashion items, exchange policies can be more restrictive than at a major department store.
Try Clothes On Before Buying — If Allowed
Some small fashion stores may have:
A fitting room.
A limited fitting area.
Or rules about which items can be tried on.
Ask first.
Do not assume every store works like a large Western clothing chain.
If trying on is not possible, compare the garment with clothing you already know fits you.
Korean Clothing Sizes Can Feel Different
Sizes such as:
S
M
L
are not guaranteed to fit exactly like the same label in your home country.
And some Korean fashion shops sell free-size clothing.
“Free size” does not mean:
Fits every human being.
It usually means the garment is offered in one size.
Check the actual measurements whenever possible.
Shopping With Large Luggage Is a Bad Idea
Underground shopping corridors can become crowded.
A huge suitcase makes the experience difficult for:
You.
Other shoppers.
Store staff.
If possible, leave luggage at your hotel or a storage facility before going shopping.
You will enjoy the experience much more.
When Should You Go?
If you prefer quieter shopping:
Go earlier in the day.
If you visit after work or during busy weekend periods, areas such as Gangnam and Express Bus Terminal can become much more crowded.
Operating hours also vary by store and shopping center, so check the location before making a special trip.
Best Underground Shopping Center on a Rainy Day
All three work well.
But I would choose based on where you are staying.
Staying around Myeongdong or Jongno
→ Myeongdong Underground
Staying around Gangnam
→ Gangnam Station Underground
Want a full shopping day
→ Goto Mall
Do not spend an hour crossing Seoul in heavy rain when there is already a large underground shopping area near you.
What About COEX Mall?
COEX is also a major indoor and underground-style shopping destination in Gangnam and appears prominently in Seoul's official shopping guides.
But the experience is different.
COEX feels more like a large modern shopping mall.
Goto Mall, Myeongdong Underground and Gangnam Station Underground feel more like the classic Korean subway-connected underground shopping center experience.
If you want brands, restaurants, entertainment and a large modern complex:
COEX is excellent.
If you want rows of smaller shops and bargain hunting:
Start with the three in this guide.
What About Namdaemun Market?
Namdaemun is not an underground shopping center, but it is another good option for value-focused shoppers.
The Korea Tourism Organization describes Namdaemun Market as Korea's largest traditional market, selling products ranging from clothing and accessories to kitchenware, stationery, ginseng and imported goods.
The shopping experience is completely different.
Underground shopping:
Organized indoor corridors.
Namdaemun:
Traditional market streets and wholesale-style shopping.
Try both if you have time.
My One-Day Shopping Combination
If you really enjoy shopping, I would not try all three underground centers in one day.
You will probably get tired.
Instead:
Option 1 — Central Seoul
Myeongdong

Dinner
Option 2 — Gangnam
Goto Mall

Café break

This gives you time to actually browse instead of spending the whole day moving between subway stations.

Goto Mall
For first-time tourists
Myeongdong Underground Shopping Center
For a Gangnam day
Gangnam Station Underground Shopping Center
And remember these five tips:
1. Take a photo of a shop number if you want to return later.
2. Check clothing sizes carefully.
3. Ask about exchanges before buying expensive items.
4. Do not assume every shop offers tax refunds.
5. Use the underground malls strategically when Seoul's weather is bad.
The interesting thing about shopping in Seoul is that sometimes the best shopping is not inside a famous building.
It is directly underneath your feet.
