Korea has four very different seasons, so what you pack for Seoul in January will be completely different from what you need in July.
Spring and fall are generally mild, summer is hot and humid, and winter can be very cold and dry. According to the Korea Tourism Organization, August is generally the hottest month and January the coldest.

January is one of the coldest times to visit Korea.
Morning temperatures can be well below freezing, especially in Seoul and inland areas.

February — Still Winter
Seoul average: about -3.2°C to 5.1°C.
February is still firmly winter.
Some afternoons may feel slightly warmer than January, but mornings and evenings remain cold.
Do not assume that February feels like early spring.

This is the type of weather where you can spend an entire day walking around Seoul without fighting extreme heat or winter cold.

October is one of my favorite months for traveling around Korea.
Days are generally comfortable, humidity is much lower than summer, and fall colors begin appearing in many areas.
You can walk for hours without dealing with July heat or January cold.

The middle of the day can feel pleasantly warm, while evenings become cooler.
November — Noticeably Colder
Seoul average: about 3.5°C to 11.9°C.
November starts feeling much more like winter.
Early November can still offer pleasant fall days, but temperatures drop significantly as the month continues.

By late November, you may want a heavier coat, especially at night.

Winter in Korea
December — Winter Arrives

December in Seoul is cold.
Temperatures frequently fall below freezing, particularly at night.

If you are visiting Christmas markets or outdoor attractions at night, dress warmer than you think you need to.
Standing still outside often feels much colder than walking.
Seoul vs Busan Weather
Do not assume every Korean city has exactly the same climate.
Busan, located farther south on the coast, usually has milder winter temperatures than Seoul.
For example, official tourism climate data lists January average temperatures of approximately:
Seoul: -5.5°C to 2.1°C
Busan: -0.1°C to 8.2°C
That is a noticeable difference.
If your trip includes both Seoul and Busan during winter, pack for the colder Seoul conditions.
What About Jeju Island?
Jeju is located south of the Korean Peninsula and generally feels milder than Seoul during winter.
However, Jeju can also be windy.
And if you plan to hike Hallasan, conditions at higher elevations can be dramatically different from weather near the coast.
Always check the specific forecast for the area you plan to visit.
Best Months for Walking Around Korea

These months generally provide some of Korea's most comfortable sightseeing conditions.
Spring from March to May and fall from September to November are officially recommended as favorable periods for walking because temperatures are moderate.
Best Time for Cherry Blossoms
Cherry blossoms usually belong to Korea's spring travel season.
Blooming dates change every year depending on temperatures and location.
Southern areas normally bloom before Seoul and northern areas.
If cherry blossoms are the main reason for your trip, do not book solely based on a date from an old blog post.
Check the current year's blossom forecast closer to your trip.
Best Time for Fall Foliage
Fall foliage also changes according to location and yearly weather.
Mountain areas generally change earlier than downtown areas.
If fall colors are important to your trip, late October into early November is often worth watching, but always check the latest foliage information before traveling.
Do You Need an Umbrella in Korea?

There is no bad season if you pack correctly.
But each season offers a completely different Korea.

Winter

For many first-time visitors who want to explore Seoul on foot, April, May and October are especially comfortable choices.
