Korea Tax Refund 2026 | How Tourists Get VAT Back on Shopping

Shopping in Korea and seeing signs that say “Tax Refund” or “Tax Free”?

Do not automatically assume they mean the same thing.

Foreign visitors to Korea may be able to receive refunds on taxes included in eligible purchases, but the system can work in several different ways.

Sometimes the tax is deducted immediately at the store.

Sometimes you pay the full price first and receive the refund later.

And sometimes you need to complete part of the process before leaving Korea.

Here is the practical version I would want a first-time visitor to understand before shopping.

1. What Is Korea's Tourist Tax Refund?

South Korea's tourist tax refund system allows eligible foreign visitors to receive refunds on Value-Added Tax (VAT) and, for applicable purchases, Individual Consumption Tax included in goods purchased in Korea.

The system is different from buying something at an airport duty-free store.

For ordinary shopping inside Korea, there are two main refund structures:

Immediate Tax Refund

and

General Tax Refund

Understanding this difference makes everything else much easier.

2. Immediate Tax Refund Is the Simplest Option

At participating stores offering immediate tax refunds, eligible tourists can have the refundable tax deducted during the purchase.

In other words, you do not pay the full tax-inclusive price and wait until the airport to recover the tax later.

The store verifies your eligibility, usually through your passport information, and calculates the tax adjustment during checkout.

If a store offers this service, it is usually the easiest refund method for a traveler.

3. How Much Do You Need to Spend?

For eligible goods, the current minimum purchase amount for Korea's tourist tax refund system is:

₩15,000 or more.

So a very small purchase may not qualify.

This minimum applies to eligible purchases rather than your total spending across your entire Korea trip.

If you are planning significant shopping for cosmetics, clothing, shoes, accessories, or other goods, it is worth checking whether the store participates in the tax refund system before paying.

4. Immediate Refund Has Purchase Limits

Immediate tax refund is convenient, but it has specific limits.

According to the current Korea Tourism Organization guide, immediate refund applies when:

  • The purchase is at least ₩15,000

  • A single transaction is under ₩1,000,000

  • Total qualifying transactions are ₩5,000,000 or less

If your purchase does not fit the immediate-refund rules, that does not necessarily mean you cannot receive any refund.

You may instead need to use the general tax refund process.

5. Which Products Can Qualify?

Eligible taxable goods can include common visitor purchases such as:

  • Clothing

  • Shoes

  • Bags

  • Accessories

  • Cosmetics

  • Perfume

  • Home appliances

  • Ginseng

  • Red ginseng

and other taxable goods meeting the refund requirements.

This is one reason tax refund signs are common in major shopping areas and stores popular with international visitors.

6. Not Everything You Buy Is Refundable

Some purchases do not qualify.

According to the official guidance, exclusions include goods prohibited by law, duty-free products, certain services that cannot be physically verified by customs, and products that have already been opened or used before being taken overseas.

This is very important for travelers buying cosmetics or other products they intend to use immediately.

If an item needs to remain available for export verification, opening and consuming it during the trip can create a problem.

7. Do Not Open Everything Immediately

Imagine you buy several cosmetics and receive documents for a general tax refund.

Then you return to the hotel, open everything, throw away the packaging, and start using the products.

That can conflict with refund requirements because items opened or used before being taken overseas are listed as ineligible.

My simple rule:

If the purchase is connected to a general tax refund that may require export verification, keep the product and documentation together until you understand whether customs inspection is required.

8. Who Is Eligible?

The tourist tax refund system is primarily designed for non-residents.

Current official guidance includes foreign visitors staying in Korea for up to six months among eligible travelers, provided they meet the other requirements.

Certain overseas Koreans can also qualify under separate residency and stay-length conditions.

People working in Korea, certain diplomats, U.S. military personnel stationed in Korea, and long-term residents may not qualify under the tourist rules.

For an ordinary international tourist visiting Korea for a short vacation, eligibility is usually much simpler.

9. You Need to Take the Goods Out of Korea

Eligible purchased goods must be taken overseas within three months of purchase.

The tax refund exists because the qualifying goods are effectively being exported by the traveler.

This is why customs confirmation can become part of the general refund process.

10. Always Carry Your Passport When Planning Major Shopping

For immediate tax refund, the store needs to verify that you qualify as an overseas visitor.

Passport verification is part of the official immediate-refund procedure.

So if you are planning a large shopping day in:

  • Myeongdong

  • Department stores

  • Major beauty stores

  • Outlet malls

  • Tourist shopping areas

having your passport available can save you from discovering at checkout that you cannot complete the refund process.

11. What Is a General Tax Refund?

With a general tax refund, you usually pay the full tax-inclusive purchase price first.

The store issues the tax refund documentation or voucher.

You then complete the refund process later through a downtown refund location, mobile service, mailbox procedure, or the airport, depending on the method available.

This is different from immediate refund because the tax is not simply removed from the amount you pay at checkout.

12. Keep Every Refund Voucher

Do not throw away the paperwork because it looks like an ordinary receipt.

For general refund purchases, the refund voucher can be essential to completing the process later.

I would keep tax-refund documents in one envelope or travel pouch rather than mixing them with restaurant receipts and convenience-store receipts.

By the final day of a shopping-heavy trip, you may have dozens of receipts.

Organization helps.

13. Downtown Tax Refund Is Another Option

Some general refunds can be processed at staffed downtown tax refund centers or unmanned kiosks before you reach the airport.

For the downtown procedure, Korea Tourism Organization currently states that you may need:

  • Passport

  • Refund voucher

  • Credit card

However, getting money back downtown does not always mean you can completely ignore customs at departure.

Export confirmation can still be required.

Follow the instructions printed on your specific refund voucher.

14. Airport Tax Refund: The Basic Process

For the airport general-refund method, the process broadly works like this:

Step 1: Purchase eligible goods at a participating tax refund store and obtain the refund voucher.

Step 2: At departure, complete customs confirmation for the goods being taken overseas.

Step 3: Receive the refund at the airport refund counter or unmanned refund kiosk.

The exact flow can vary depending on your purchase and refund provider, so always follow the instructions on the voucher.

15. Do Not Pack Refund Items Too Deep in Checked Luggage

This is one of the most practical tips in this article.

If customs wants to verify the purchased goods before they leave Korea, you may need to show them.

If the items are already buried inside checked baggage that disappeared down the conveyor belt, that becomes difficult.

For shopping connected to a general tax refund, organize the goods before arriving at the airport.

Keep the refund documentation easy to reach.

And if customs verification is required before baggage check-in, complete that process first.

16. Arrive at the Airport Earlier If You Have Many Refunds

If you have only one immediate-refund purchase, tax refunds may add almost no extra work to departure.

If you have a large bag of shopping and several general-refund vouchers, the situation is different.

You may need time for:

  • Finding customs

  • Using refund kiosks

  • Waiting at a staffed counter

  • Organizing receipts

  • Presenting goods if requested

Do not leave a major tax refund process until ten minutes before boarding.

17. Incheon Airport Terminal 1 Tax Refund

The current official guide lists the Terminal 1 customs locations near E and J check-in counters on the 3rd floor.

The staffed tax refund counter is listed near Gate 28 on the 3rd floor.

Current listed hours are:

Staffed counter: 07:00–22:00

Unstaffed kiosk: 24 hours

Hours and locations can change, so I would still check the current airport information close to your departure date.

18. Incheon Airport Terminal 2 Tax Refund

For Terminal 2, the current guide lists customs near F and G check-in counters on the 3rd floor.

Refund counters are listed near Gates 225, 249, and 274.

Current listed operating hours are:

Staffed counter: 07:30–21:30

Unstaffed kiosk: 24 hours

This is another reason to confirm your departure terminal in advance.

19. Can You Get the Refund in Different Currencies?

At Incheon Airport, the available refund methods and currencies depend on the staffed or unmanned service.

The current official guide lists staffed counters at Incheon Airport as supporting currencies including KRW, USD, CNY, and JPY, while unmanned options can differ.

Do not assume every kiosk offers the same refund method.

Check the options displayed during the refund process.

20. Immediate Refund vs Airport Refund

Here is the easiest way to remember the difference.

Immediate Tax Refund

You show your passport at the participating store.

Eligibility is confirmed.

The tax is deducted from the purchase amount.

You pay the reduced amount.

For many normal shopping purchases, this is the easiest system.

General / Airport Tax Refund

You pay the full amount.

You receive refund documentation.

You may need customs export confirmation.

You complete the refund later.

Neither system is inherently “better.”

The participating store and the size or type of purchase often determine which method you use.

21. “Tax Free” and “Duty Free” Are Not Always the Same Thing

Tourists sometimes use these words interchangeably.

But the systems are different.

Duty-free shopping involves stores where eligible taxes and duties are removed under the duty-free system.

Tax refund shopping generally involves purchases made within Korea where eligible tourists receive a refund of included VAT or other qualifying taxes.

So when you see a sign, check what type of tax benefit the store is actually offering.

22. Cosmetics Are a Good Example

Suppose you buy ₩200,000 worth of cosmetics at a participating store.

Scenario A: Immediate Refund

The store verifies your passport.

The qualifying tax is deducted at checkout.

You pay the adjusted amount.

Very simple.

Scenario B: General Refund

You pay the full amount.

The store gives you refund documents.

You keep the documents and qualifying goods.

At departure, you follow the refund procedure on the voucher.

The shopping may be identical.

The refund method is different.

23. Convenience Stores Can Also Participate

Tax refund is not limited to luxury department stores.

Korea Tourism Organization noted in 2026 that participating CU and GS25 convenience stores can provide immediate tax refunds to eligible overseas visitors when the applicable conditions are met.

That does not mean every purchase at every convenience-store branch automatically qualifies.

Look for refund signage or ask the store.

24. Do Not Shop Only Because Something Has a Tax Refund

A tax refund is a discount mechanism.

It is not a reason to buy something you do not need.

A ₩100,000 item does not become free because part of the tax is refundable.

Compare the actual price.

Think about whether you can use the product.

And remember that luggage weight has a cost too.

25. Watch Your Airline Baggage Allowance

This has nothing to do with Korea's tax rules, but it matters in practice.

Visitors sometimes save money through tax refunds and then pay additional baggage fees because they bought too much.

If you are planning major shopping, know:

  • Checked baggage allowance

  • Carry-on allowance

  • Airline weight limits

  • Whether liquids can go in your cabin baggage

Your cheapest shopping trip is not cheap if you pay a large excess-baggage fee at departure.

26. My Shopping-Day Routine

If I were helping a first-time visitor shop in Korea, I would do this:

Before shopping:
Bring passport and one payment card.

At the store:
Look for Tax Refund or Immediate Tax Refund signage.

At checkout:
Ask whether the refund is immediate.

After purchase:
Keep the receipt and refund documentation.

At the hotel:
Keep general-refund goods together rather than opening everything immediately.

Before departure:
Check whether customs confirmation is required.

At the airport:
Allow extra time if you have multiple general refunds.

Simple.

27. The Most Common Tax Refund Mistakes

I would avoid these:

Forgetting your passport

Throwing away the refund voucher

Opening or using goods that need to remain eligible

Packing everything before checking customs requirements

Assuming every store participates

Confusing duty-free with tax refund

Arriving at the airport with no extra time

Each one is easy to prevent.

Quick Tax Refund Checklist

Before leaving the store:

✔ Passport verification completed
✔ Refund type confirmed
✔ Receipt or voucher received
✔ Purchased goods kept

Before leaving Korea:

✔ Goods still available if inspection is required
✔ Refund documents organized
✔ Departure terminal confirmed
✔ Customs procedure checked
✔ Enough airport time allowed

A Local's Final Tip

If a store offers immediate tax refund, use it when your purchase qualifies.

It removes much of the work from your departure day.

For general refund purchases, do not worry — the process is manageable.

Just keep your goods and refund documents organized.

The biggest mistake is not failing to understand every tax rule.

It is throwing away the one receipt you actually needed.

Welcome to Korea — from a local.
