Not necessarily.
This is what separates Hambaeksan from many of the other mountain stories in this Gangwon series.
You can make the day primarily a scenic drive and short walking experience.
But traditional hiking routes also exist for visitors who want more exercise.

Taebaek is already one of Korea's highest cities, with an average elevation around 650 meters.
Its cool climate produces a shorter summer and longer winter than many other regions.
Hambaeksan is higher still.
That means spring vegetation appears later than travelers from Seoul may expect.
Early spring can still feel almost like winter near the upper mountain.
Late spring is more reliable if your goal is green scenery.

Yes.
Hambaeksan is one of those destinations where the journey itself provides much of the experience.
Highland roads pass through forests and exposed mountain sections.
As elevation increases, views begin opening between trees.
Even if weather or road restrictions prevent access to the highest point, the drive can still be worthwhile.

That is one of Hambaeksan's biggest strengths.
Families can enjoy true high-altitude scenery without asking young children to complete a long mountain ascent.
However, winter is different.

π 16. Do You Need a Car?
For the easy-access version of Hambaeksan, yes.
A private car gives you control over sunrise timing and lets you stop at scenic points.
Public transportation is much less convenient for the upper mountain.
If you are staying in Taebaek without a car, a local tourist taxi is a more realistic option than relying on ordinary buses for a sunrise trip.
Taebaek City operates tourism taxi services throughout the week, while its 2026 city tour is also running from May 5 through December 31 on reservation-based routes.
